The first thing to do is look for existing online neighborhood groups: Next Door, Facebook, etc. start talking to them about your concerns. Try hosting a monthly meeting with neighbors to discuss ideas. Once you have numbers, your local police will gladly send out an officer to talk to you guys. Also, loop in your local politicians. Attend city council meetings. Call your congresswoman. Good luck!
